Proposition 66 would limit the appeals process for prisoners on death row to five years, and even though advocates argue the measure would reduce the cost of death penalty cases, the current time frame is necessary to prevent unjust executions.
Since 1973, 156 inmates facing the death penalty have been exonerated of their charges. More than half of these people spent 10 or more years in prison before being found innocent. If Proposition 66 is approved, individuals on death row will have just five years to make their case.
The long appeals process for death penalty cases is a necessary safeguard to prevent innocent people from being executed, and thus this board does not endorse Proposition 66.
